OTTAWA—The prime minister and party leaders have too much power and it needs to be diminished to improve democratic accountability in Canada’s Parliament, says one veteran Conservative MP.trio of reforms
In an interview this week, Chong told the Star he’s seen fellow MPs disciplined by being removed from committees at least a dozen times over the past decade. The final change Chong is calling for would remove the prime minister’s power to appoint key officers of Parliament. This includes the House of Commons clerk, law clerk and sergeant-at-arms, who is in charge of parliamentary security. Chong argues these three should be appointed by the speaker, who is elected by all MPs in a secret ballot.
Not only would that reduce the chances that one party would win a majority government when it receives a minority of total votes, but it would also promote “more collaboration and require parties working together,” Singh said.
