President Trump formally notified the United Nations of the U.S. withdrawal from the World Health Organization, citing concerns over the organization's effectiveness and management. The move, which takes effect in January 2026, is expected to significantly impact WHO programs, particularly those focused on global health emergencies.
On January 22, 2026, the United Nations announced that it had received formal notification of the United States' withdrawal from the World Health Organization (WHO). President Trump, who was sworn in for a second four-year term on Monday, announced the move hours earlier. The WHO expressed regret over the decision from its largest financial contributor on Tuesday. According to a 1948 joint resolution of the U.S.
Congress, Trump must provide a one-year notice of withdrawal and pay outstanding dues. The United States is by far the WHO's biggest financial backer, contributing roughly 18% of its total funding. The WHO's most recent two-year budget, for 2024-2025, was $6.8 billion. It remains unclear how much the U.S. currently owes. 'I can confirm we have now received the U.S. letter on the WHO withdrawal. It is dated January 22, 2025. It would take effect a year from yesterday, on January 22, 2026,' stated Farhan Haq, deputy U.N. spokesperson. The U.S. departure is likely to jeopardize programs across the organization, according to several experts both within and outside the WHO, particularly those tackling tuberculosis, the world's leading infectious disease killer, as well as HIV/AIDS and other health emergencies. The withdrawal order signed by Trump stated that the administration would halt negotiations on the WHO pandemic treaty during the withdrawal process. U.S. government personnel working with the WHO will be recalled and reassigned, and the government intends to seek partners to assume essential WHO activities, according to the order. Trump's withdrawal from the WHO was not unexpected. He initiated steps to exit the organization in 2020 during his first term. Before the withdrawal could be finalized last time, Joe Biden won the presidential election and halted the process on his first day in office, January 20, 2021
