KABUL - U.S. and Taliban negotiators are close to a deal to reduce fighting and allow full peace talks among Afghans, a top U.S. official said on Sunday, as insurgent forces attacked a second northern city.
“We are at the threshold of an agreement that will reduce violence and open the door for Afghans to sit together to negotiate an honorable and sustainable peace and a unified, sovereign Afghanistan that does not threaten the United States, its allies, or any other country,” he said in a Twitter post.
“The whole city is closed,” said Safdar Muhsini, head of the Baghlan provincial council. “If the central government does not take quick action, the situation could get worse.” Suhail Shaheen, a spokesman for the Taliban’s political office in Doha, said both sides were in discussions to finalize technical issues after having successfully completed the current round of talks.
However it was not clear whether the Taliban would agree to talk directly with the Western-backed government of President Ashraf Ghani, which they consider an illegitimate foreign-imposed regime.
