The U.S. is out of step with global efforts to fight hate speech online

So, for instance, in response to foreign influence campaigns such as Russia's meddling in the 2016 election, Canada has changed its election laws to require online companies to make publicly available the identity of any group that paid for a political ad, according to the report. That move prompted Google toin Canada, though Facebook has said it will continue to run them and presumably comply with the disclosure requirements.

The idea of the committee, which convened last year in response to the Cambridge Analytica scandal, is to work toward some common framework for the thorny issues around security, privacy, foreign influence campaigns and free speech that bedevil the large online platforms.
The tech companies, for their part, have been widely criticized for shirking responsibility to police their sites for hate speech and other harmful content, though they have been taking a more hands-on approach of late, including by banning of many inflammatory users' accounts.
