Cuban Deputy Foreign Minister Carlos Fernandez de Cossio also refuted the report in a Twitter post Saturday. Chinese officials looked at sites spanning the Atlantic Ocean, Latin America, the Middle East, Central Asia, Africa and the Indo-Pacific.
