Howard Lutnick, President Trump's nominee to lead the U.S. Department of Commerce, stated that imposing a 25% tariff on all Canadian goods would be an emergency measure to address border security concerns. Lutnick emphasized that this tariff is distinct from Trump's long-term trade agenda and could be followed by further tariffs if Canada and Mexico fail to adequately secure their borders.

WASHINGTON — The man U.S. President Donald Trump has chosen to oversee his tariff agenda says hitting Canada with 25 per cent across-the-board duties would be an emergency measure to achieve border security — and could be followed by more tariffs in the future.

The number of people and drugs crossing illegally into the United States from Canada is minuscule compared to the volume crossing the United States' southern border, a point Canadian Public Safety Minister David McGuinty made repeatedly in a news conference in Ottawa following Lutnick's remarks. McGuinty said the federal government takes Lutnick's comments seriously and it's important to remind Trump's team how far Canada has come on border security. He is travelling to Washington on Thursday to share that message directly with American officials.

It also instructs the U.S. trade representative to start consultations on the Canada-U.S.-Mexico Agreement.Lutnick said he prefers tariffs on entire countries, rather than on specific products. He said across-the-board tariffs"create reciprocity, fairness and respect." Canada's case still needs to be made to other key Republicans, Joly said, but the Canadian message is resonating.
