RIDEAU HALL—On a cold winter morning in Ottawa, Prime Minister Justin Trudeau made major changes to his embattled government, four days after his top cabinet minister suddenly resigned from cabinet and blew up his script. The prime minister shuffled his cabinet at Rideau Hall and named backbenchers to top posts amid growing calls for his resignation coming from inside his own Liberal caucus.
