Justin Belton, 44, was arrested Saturday and charged in connection with cruelty to non-livestock animals. Belton faced four counts of the felony charge, officials said.According to court documents, Belton took six puppies to an animal hospital, where the veterinarian noticed multiple animals with limbs cut clean off. One puppy, referred to as Puppy D, had two legs removed.

Law enforcement officials know the defendant to be a heavy user of methamphetamine, and a neighbor alleged the man previously had killed other animals, according to court documents. His hearing was pushed to Wednesday as the court tries to find a new attorney. Belton remained in Harris County Jail where he was being held in lieu of $48,000 bond.
