Budget 2023 outlines the government’s plan to covert CTA’s dispute resolution mechanisms from a ‘quasi-judicial adjudication process to a mediation-arbitration process.’The Canadian Transport Agency is welcoming proposed regulatory changes from Ottawa aimed at offering some relief from the deluge of air travel complaints that have been piling up on their desks.
Canada’s independent transport regulatory agency, tasked with adjudicating unresolved disputes between passengers and Canada’s airlines, is currently facing a backlog of 44,000 complaints after the industry faced several tumultuous years with pandemics, winter storms, labour shortages and a new set of passenger protection rules introduced in 2019.
Budget 2023 outlines the government’s plan to address the backlog by making legislative amendments to the Canada Transportation Act, including converting the CTA’s dispute resolution mechanisms from a “quasi-judicial adjudication process to a mediation-arbitration process” and better data sharing.
