The City of Thunder Bay issued a record-high number of building permits in 2024, paving the way for a busy year of construction as it strives to meet ambitious housing goals. The city has allocated funding to accelerate the development of over 600 new housing units, aiming to reach a total of 1,691 new homes by February 2027.
To achieve this, the city has implemented four new grant programs to encourage development and is planning three infrastructure projects to unlock more land for construction. By 2025, the city anticipates issuing close to 400 building permits if all funded projects proceed
