This increase amounts to an additional $7.8 million in tax revenue. The city anticipates an additional $1.7 million in tax revenue from assessment growth, stemming from new and expanded homes and businesses.
This projected growth revenue will be allocated to a designated reserve fund to support initiatives related to growth. Beyond property taxes, the budget also proposes an average 3 percent increase in water and wastewater rates. For households consuming the average 200 cubic meters of water annually, this translates to an overall annual bill of $1,437 for both water and sewer services, a $42 increase from the previous year.The budget prioritizes public safety, allocating the largest portion of tax revenue to police services. For every $1,000 collected in taxes, $221 is dedicated to policing. Fire services are the next most significant expense, with $145 of every $1,000 in taxes going to Thunder Bay Fire Rescue. The general government category, encompassing various administrative functions, accounts for $115 of every $1,000 in taxes. Public works, transit, and recreation and culture are accounted for separately. Notably, the combined expenditure on external agencies, boards, and commissions, including police and fire, constitutes 43 percent of the proposed 2025 municipal tax levy
