The EIU examines the quality of health care, education, infrastructure, stability and culture when assessing living conditions of each city. More than 30 factors are taken into account when calculating each rank, which are then compiled into a weighted score between one and 100. The Hawaiian capital scored 95.0 in stability, 91.7 in health care, 88.0 in culture and environment, 100.0 in education and 100.0 in infrastructure. Its overall rating is 94.1.
