A webinar for public comment begins on Tuesday, Nov. 29, at 6 p.m.

“This is an ongoing study that will continue into next year. The main concept is how do we encourage drivers to travel during the off-peak hours, consolidate trips for efficiency, take public transit or carpool?”

Goodwin explained how the authority is aware of unintended consequences for implementing tolls. It's actively researching how toll revenues could be used to make sure that the transportation system remains equitable for all people driving in the Bay Area. It's also aware that if tolls were to appear on highways and freeways, that would encourage drivers to avoid those roadways, leading to congestion in other throughways. For instance, to avoid U.S. Highway 101 tolls on the Peninsula, drivers could clog El Camino Real, whereas in the East Bay, a toll on the Interstate 80 would likely impact traffic along San Pablo Avenue.

MTC hopes the study can provide a partial answer to these questions and more as the Bay Area embraces a future where building new freeways and highways is no longer a viable solution. “The era of freeway construction is over — it’s been over for more than a generation,” Goodwin said. “As a consequence, the capacity that we have now, for the most part, is the capacity we’re going to have for the next generation.”
