Texas’ gambling restrictions date back to 1856, and they were tightened in 1973 when lawmakers enacted one of the strictest gaming bans in the nation. Gambling advocates have pushed through minor changes to loosen restraints over the years, like the creation of the Texas Lottery in the 1990s, though attempts to legalize casinos have repeatedly failed.
