Hays, an attorney who specializes in cannabis law and who helped draft the 2019 state law legalizing hemp production in the state, focused her campaign on marijuana decriminalization, medical marijuana expansion, and legalization of marijuana for recreational use. Another line of attack for Miller's challenger, as it was in the Republican primary earlier this year, was criticizing Miller as unethical. Throughout his more than 20 years in Texas politics, Miller has faced several investigations from the Texas Rangers for misusing public funds, and he has been fined by the Texas Ethics Commission for improper handling of campaign funds.
