“When you zoom your camera in and you look at the disagreements that we have—because we do have disagreements—if you define your world that way then there are a lot of disagreements between us. But if you zoom out and you look at the fact that the United States and Canada exist in the larger world, then you start to see the real strength of this relationship,” Tai said on May 5.

Tai’s first visit comes after making trips to at least nine other nations, including Japan, South Korea, India, United Kingdom, France, and Mexico, among others. “The United States is a superpower, so it can be easily distracted, and it can easily take Canada for granted. The onus is on us to keep reminding them just how successful their economy has become thanks to the components and manufacturing, the energy imports for them—that work is never really done.”

Conservative MP Randy Hoback , his party’s international trade critic, said while he was pleased that Tai visited Canada, it was a visit that didn’t produce any results. Christopher Sands, director of the D.C.-based Wilson Center’s Canada Institute, said in retrospect, Canada was “very fortunate” to negotiate a new trade deal with the former Donald Trump administration because since the agreement has come into force, the mood in Congress has been more skeptical about globalization.

Sands said the American re-shoring of supply chains and moving away from China has been to Canada’s benefit. The tone in Canada-U.S. trade is much improved compared to the Trump administration with a positive sense of collaboration and co-operation, Herman said. But he added Canada has “difficulties of a serious kind” with the Democrats, as it had with Republicans in the White House.Carlo Dade, director of the trade and investment centre at the Canada West Foundation, said in the context of other gloomy trading issues, Canada’s problems with the U.S. don’t look as bad in comparison.

He said the punishing steel and aluminum tariffs that the U.S. placed on Canadian exports during the NAFTA renegotiations have still not been settled, despite an agreement between the two countries to only reapply them due to an undefined surge past “historic norms.”
