Under the 2019 consent decree, which was negotiated between the city of Chicago and the Illinois attorney general in the wake of the Laquan McDonald shooting, reform happens in three stages:Training police officers on the revised policy.
Police reform matters because residents need to feel safe no matter where they live — safe from violence and crime and from abusive and unconstitutional policing practices. Reform drives both. Effective 21st century policing requires that officers are properly trained to execute best enforcement practices and to do so with the greatest respect and regard for the constitutional rights of every citizen.
Today, Chicago routinely has more homicides than New York and LA, even though those cities’ combined population is more than four times larger than ours. Moreover, both cities have fewer police per capita than Chicago. Simply adding more police, or even just filling existing vacancies, won’t make us safer unless we start doing things differently.
For example, CPD brought back large, specialized units to saturate high-crime communities. Because specialized units are deployed citywide, the officers don’t have the time or the opportunity to establish trusting relationships. Worse yet, this approach often results in routine civil rights violations such as “stop-and-frisk” or “pretextual” traffic stops, wherein cops stop people for no legal reason and then find a pretext for detaining that individual.
