After a far-right group harassed councilmembers and shut down Los Gatos Town Council meetings last fall, the town developed a new system and set of policies to prevent further disruptions.Gov. Gavin Newsom signed into law, which updates public meeting laws to establish “mechanisms to de-escalate disruptions” and allow local governments to remove individuals or groups who are “willfully interrupting” meetings.
“We’re not regulating a person’s ability to speak on an item; we’re regulating how they conduct themselves, particularly if it ends up disrupting the town’s business on a repeated pattern,” Sayoc said. The law also allows the leader of the public meeting, such as the mayor or chairperson, to remove a disruptive participant after issuing a warning. Had this law been in place last fall, there would be a more clear expectation for behavior from attendees and a streamlined process for removing the group, rather than halting the meeting altogether.
Cortese and Low sent a letter to Los Gatos Town Manager Laurel Prevetti last October, inquiring about the “bullying and harassment” that led to council meetings being “repeatedly disrupted by bigoted anti-LGBTQ attacks.”
