“This truly is an election in which turnout will determine the outcome,” said Dennis Willard, a spokesman for One Person One Vote, the anti-Issue 1 campaign group. Early voting continued to be heavy over the weekend, with Cuyahoga County hitting 83,920 ballots cast. Including another 9,000 mail votes elections officials expect to receive in the coming days, the early vote alone in the county is expected to narrowly exceed overall turnout for the special primary election last August, when 92,042 voters cast ballots.

Ryan said Issue 1 would limit Ohioans’ freedom to make their own decisions about issues that affect their day-to-day lives. “I think the libertarian streak that’s in some Republicans, allowing people to express themselves through their vote, I think that’s enough to carry the ball — if we get out to vote,” Ryan said.
