The FFAW's proposal, which requested a minimum price of $3 per pound, did have a holdback provision. The union recommended a sliding scale arrangement which would see the amount paid to harvesters decrease from 100 per cent to 80 per cent, depending on market conditions. “I have decided personally not to fish because I’m not ready,” Efford told Saltwire. “The reason I’m not ready is there are other factors other than getting your boat ready and putting gear on your boat at play right now that made me decide I’m not fishing until I’m ready.”

“It ended up being a decision that was set up to fail right from the beginning. … They could make up no argument for what they chose,” he said.Even before the decision was made, many harvesters were posting on social media that they didn’t like the union’s proposal either. He added that the panel would have been of better service to the fishing industry had it not been bound to accept one of the submissions in its entirety.The former labour leader stated that when the ASP was asked to justify its pricing formula, the association’s representatives said it was based on what the ASP “felt was ‘fair and reasonable.’”
