Sabine doesn’t need the Force to be a Jedi.

In Star Wars Rebels, Sabine was trained in lightsaber combat by Jedi Knight Kanan Jarrus after coming into possession of the Darksaber. As a Mandalorian, Sabine aimed to use the ancient blade to unite her people and free them of the Empire's tyrannical rule.
Trailers for Ahsoka have indicated that Ahsoka Tano has trained Sabine in the ways of the Jedi, even though Sabine isn’t confirmed to be Force-sensitive. It’s argued by some that Sabine shouldn’t or couldn’t be a Jedi because she can’t call upon the Force. Despite this, she was still very skilled at wielding the Darksaber, and even won a lightsaber duel against Gar Saxon using Ezra Bridger’s lightsaber.
There's More To Being A Jedi Than Calling Upon The Force In the anthology book Stories of Jedi and Sith, the short story "What A Jedi Makes" follows Jedi Master Yoda and his accepting a non-Force-sensitive boy into the Jedi Order. Yoda is able to calm the boy's worries about not being able to keep up with the Force-sensitive younglings by teaching him about Farseeker Lyr, who wrote some of the ancient Jedi texts.
Yoda’s story concludes by telling the boy that “though the Jedi and the Force are one, the Force is not what makes a Jedi.” This story demonstrates that Jedi don’t have to be Force-sensitive to be balanced with the Force. The Jedi Order was decimated during Order 66, so Ahsoka training a non-Force-sensitive person like Sabine is a natural way to continue their benevolent teachings if Ahsoka wants to pass down the traditions of the Jedi.
