But Conservative MP Kelly McCauley says he does not buy that explanation, noting that an auditor general report in 2019 already highlighted the fact the RCMP struggled to distribute HBA to all of its officers years after the 2014 rampage by a man who killed three Mounties and injured two more in New Brunswick.

Five years later, the auditor general found that the national police force still “did not track its distribution of hard body armour in any national database” and “had not provided all of its officers with access to hard body armour … to respond to an active shooter.” But that deal fell through one month later so, due to “circumstances outside of the RCMP’s control,” the force determined it was safer for officers to use well-maintained but old body armour than have none at all, Chamberland said.

But the public tender for the interim contract published in April 2022 reveals that the RCMP had an “urgent requirement” for 500 sets of HBA at the time and would require 1,000 additional units within 24 months of the contract award.
