Teacher unions want things both ways. They want to bargain like other unions with a singular focus on reducing the workload and increasing pay and perks, while pretending to have an overarching concern for the silent partners at the school negotiating table — students, parents and taxpayers.Teacher unions have fought tooth and nail against pedagogy and practice that might make teaching more accountable.

I’m no pedagogue, but it’s a safe bet that folks at the Ministry of Education have found good reason to be concerned about screening for reading skills. I have little doubt parents would like to believe schools are trying to identify and remedy reading issues in young students. By golly, maybe it is. The collective agreement apparently refers to teachers having the exclusive right to determine when and if a student should be screened for reading ability. In other words, it is a ban on the ministry mandating testing.Article content
