Gov. Josh Shapiro on Friday signed his second executive order that lays out his ethics reform plan that applies to his Cabinet officers and executive branch employees, including an integrity pledge and ethics training.

“The removal of the requirements to pay [for items given to executive branch employees as had been the case under former Gov. Tom Wolf’s gift ban] is really, if you will, a return to reasonableness,” Fillman said. “The intent is to prevent improper influence, to prevent undue influence and nobody’s going to feel bribed over a bottle of water.”
