An executive directive issued by Mayor London Breed would create a screening process to identify vulnerable concrete buildings and update The City's existing building code.

San Francisco wants to inventory its concrete buildings to determine which structures are most vulnerable to damage during the next major earthquake.

Concrete structures — especially buildings with small amounts of reinforcing steel — are of concern during seismic activity because they cannot withstand much damage before a collapse. The City’s Office of Resilience and Capital Planning and the Department of Building Inspection have six months to draft legislation that would mandate screening concrete buildings through a reporting checklist. DBI would then be in charge of adding those new seismic retrofit standards to The City’s existing building code.

Earlier this month, an unusual 4.8 magnitude quake rocked the East Coast, and a 7.2 magnitude earthquake hit Taiwan. Officials there had spent over 20 years retrofitting buildings and updating building codes following a devastating earthquake in 1999. Previous seismic resilience efforts included The City’s Soft Story Retrofit Program, which targeted buildings with weaker first floors that are unable to support the weight of stories above during an earthquake. More than 4,500 multifamily residential buildings have been strengthened to date, according to data from city officials. San Francisco also retrofitted nearly 2,000 masonry buildings as part of its Unreinforced Masonry Program.
