U.S. Sen. Rob Portman of Ohio said Tuesday that the U.S. should step up its sanctions on Russia and provide additional military assistance to the Ukrainian government.

Portman decried Russian President Vladmir Putin for ratcheting up attacks on civilian targets, and said Congress needs to pass a supplemental spending bill that would increase military assistance to Ukraine and provide Stinger missiles to shoot down Russian aircraft and Javelin missiles to knock out Russian tanks.

Portman said the U.S. should also end Russia’s status as a favored trading partner by terminating the Permanent Normal Trade Relations status he negotiated with Russia when he served as U.S. Trade Representative. He said doing so would have the effect of raising tariffs on goods from Russia to the rates where they were before Russia joined the World Trade Organization and received PNTR status.
