City technical services director Dan Willems said once they have a council-approved set of guiding principles, city staff will get to work on the master plan alongside advisors from Stantec, the engineering companyWillems said a completed draft of the master plan is expected to go to council in 2024. Meanwhile, he said city staff will also be working with consultants from accounting firm KPMG to draft a funding strategy for the project.
Willems cautioned that it’s difficult to give an expected timeline for when a funding strategy might come to council for a vote, noting the plan will include money from the provincial and federal governments, which operate on their own timetables for decision-making.Article content Block noted that council has directed that the funding strategy for the proposed project should not rely on property taxes.
As the councillor representing the downtown, Block said she sees the proposed district as a way to encourage more residential and commercial density in the city’s core. She cited River Landing as an example of the city stepping up to create amenities that have helped to spur development.Article content
“That’s what good cities do, they create thriving spaces,” she said, noting development in the core is more efficient for the city, as it builds on existing services rather than requiring new infrastructure and the associated maintenance.
