, specifically from the Save for Tomorrow Energy Plan, or STEP, surcharge. CPS Energy customers pay the surcharge at about $70 million annually. CPS Energy then uses these funds to implement efficiency and weatherization programs. The city’s share of the STEP surcharge is about $9.5 million annually for the next five years. I recommend the city invest these funds in several key areas critical to protect San Antonio’s climate and people.

The city cannot take on climate change alone. Partnering with local nonprofits and educational institutions has the potential to spark interest and action throughout our community. The dedicated fund would offer small grants to educational and nonprofit groups to support climate action and resiliency projects.

Finally, we must be competitive in seeking additional funding, especially from the federal government. The Inflation Reduction Act allots $369 billion to energy security and mitigating climate change. It is the largest investment in climate action in U.S. history. Similarly, by investing $10 million per year to combat climate change, bolstered by our Climate Action and Adaption Plan, San Antonio will prime itself for federal dollars that will benefit our environment and our economy.
