OAKLAND — A 20-year-old San Francisco man has been arrested and charged with murder in connection with an Oct. 24 fatal shooting, court records show.

Amir Haynes was charged Nov. 2 with murdering 19-year-old Jermaine Kennedy. He is being held in Santa Rita Jail without bail and is next due in court Dec. 1 to enter a plea, records show. Police say Haynes was identified as a suspect by eyewitnesses, who picked his photograph from a lineup, and by surveillance video showing him and Kennedy walking together. After the shooting, he is seen on video running to his car and leaving the area, according to police.1:30 p.m. on 96th Avenue near International Boulevard in East Oakland. Police haven’t released a motive for the shooting.

Haynes surrendered to police on Oct. 29, after a judge issued an arrest warrant for him, according to court records. The Alameda County District Attorney’s office reviewed the case against Haynes four days later. After his surrender, Haynes refused to speak with detectives and asked for an attorney, according to investigators.
