The San Diego Democrat, who is president of the California Senate, says greater oversight of county jails will be a top priority this year.

San Diego Sheriff Kelly Martinez pledged to release her department’s internal records during her campaign last year, but sheafter she was elected and now allows only brief summaries of investigations by the Critical Incident Review Board. “This lack of transparency combined with statutory and case law limitations placed upon California civilian oversight entities prohibit public discussion of these investigations and leave family members and the community without answers to basic questions,” he said.

“The transparency portion of this bill is critically important,” he said. “Not knowing is an insult to injury.”
