The International Atomic Energy Agency, the U.N.'s nuclear watchdog, discounted Naryshkin's suggestion, saying all movements of nuclear material had been fully accounted for. Naryshkin said in a statement that his service had information that a batch of "irradiated fuel" had secretly been sent from the Rivne nuclear plant in western Ukraine for disposal at a spent fuel storage facility in Chornobyl.

An IAEA statement said it had reported earlier this month on the transfer of spent fuel from Rivne to Chornobyl and taken full account of the material.
