ICYMI: RPC guards testify on first day of inquest into inmate's death in 2019
A correctional officer who was one of the first people to find Benjamin Toutsaint unresponsive in his cell at the federal Regional Psychiatric Centre in Saskatoon an inquest jury he did not believe they were going to lose the 32-year-old that day.
A second guard, Chris Crosby, said he ran to get a 911 tool that can be used to cut through ligatures. The tools are in the unit, but guards do not carry them. Crosby suggested that “suspension points” — which could be used for ligatures — should be removed from all cells. The in-cell coat hooks are designed to buckle, but Crosby said Toutsaint circumvented that. He thinks “bed boards” — clipboards with lists of inmates’ cell assignments — should be used during formal counts to reduce recounts, he added.
