The plan was nearly a decade in the making. In 2014, Klein proposed a 98-foot-high structure at the site for a 20-by-50-foot electronic billboard and was turned down by the Zoning Board.
The billboard company offered the gift, Ward A Councilwoman Denise Ridley told us, adding that she was unaware of the old lawsuit and that it hadn’t come up in discussions about the gift.
