Joyous is how now-retired Independent senator Brent Cotter described his time in the Senate —a fitting adjective given the holiday season. This is just one of many words the Saskatchewan lawyer used to respond to tributes made by his now-former colleagues in his honour in the Red Chamber on Dec. 11, a week before his mandatory retirement on Dec. 18. Prime Minister Justin Trudeau nominated Cotter to the Senate in January 2020, a few weeks after his 70th birthday.
ISG Senator Raymonde Saint-Germain led the tributes to the legal ethics expert, noting “Cotter has achieved in those five years what other legislators would be happy to achieve in a decade,” and praised his advocacy for vulnerable people. Senator Marc Gold, the government’s representative in the Senate, highlighted Cotter as being a founding member of the Canadian Association for Legal Ethics. Conservative Senator Donald Plett conceded that “our first exchanges at committee on Bill C-7 weren’t necessarily off to a great start,” but that their relationship has improved with time, and that a pillow made by Cotter’s daughter Kelly which “has been a staple in my office ever since.” According to his exit interview with SenCAplus, the decorative pillow is just one of 100 pillows that Kelly’s assisted-living community has planned to make for Senators. “Kelly has long been an advocate for people with disabilities and I have supported her, though I’m nowhere near the forefront of this cause. I think the 100 Pillow Project is the reason why I was asked to sponsor Bill C-22 in the Senate,” Cotter is quoted as saying.
