Boone County residents say that the state is steamrolling their concerns and moving too fast, worried that there's not a clear plan for building and development beyond putting land under contract.

Lebanon Mayor Matt Gentry, a Republican, said Lilly is hoping to break ground on the project in the first quarter of 2023. “That's one of the important things we're already thinking about is how to reuse some of those and not just continue to gobble up green space, existing farmland,” Daggy said. "We don't have an exact economic impact, but it's significant when you really think about all the services that are going to be provided, the homes that are going to be needed to be able to house employees that are going to going to work here and things like that," Bontrager said.
The IEDC and Gentry say water-management measures associated within the development solve what they call a long-term water supply issue for Lebanon and Boone County. "One of the messages we share with people within the group and in the area is, you don't have to sell." he said."And don't be frightened into selling."
"I think the county acknowledged that they wanted to be able to represent their constituents through the process as well, and not just have the city draft it essentially on their behalf," he said."I think it was kind of a consensus that both of us agreed to kind of come up with this PUD concept."
