A scathing report on Ottawa\u0027s troubled LRT says councillors were deliberately misled by the city\u0027s most senior manager during construction and questions whether the city is capable of managing large infrastructure projects.
The report by Justice William Hourigan found “persistent failures in leadership, partnership and communications” during construction and maintenance of the $2.1 billion Confederation Line. Justice William Hourigan’s damning report faults the city and the consortium building the LRT line for its problematic launch.Hourigan laid particular blame on Kanellakos, the city’s top bureaucrat, for misleading council about the train’s poor performance during its testing period.Article content “This conduct irreparably compromised the legal oversight ability of Council and raises serious concerns about whether the City of Ottawa can properly complete significant infrastructure projects,” Hourigan wrote.
“As a matter of practice, the political influence was real,” the report said. “Mayor Watson had been involving himself in the small, precise details of the OLRT1 project in the early days and again as the construction and manufacturing phase came close to completion in late 2018 — failing to heed his own warning from the 2010 mayoral campaign that politicians should not be meddling in infrastructure projects.
The report also blamed the city for choosing “unproven technology for the trains that strained the limits of what an LRT system could do,” and said RTG failed to co-ordinate the work of its sub-contractors and failed to ensure the various systems involve would integrate properly.
