York Regional Police say they have identified human remains more than four decades after they were found in Markham, and investigators are appealing for the public's help in a case of suspected foul play.An image of William Joseph Pennell provided by York Regional Police. While initial forensic testing suggested the remains belonged to a white man between 25 and 40 years old, the advanced state of decomposition meant no positive identification could be made at the time. A cause of death was never determined, but police suspected foul play. The area where the remains of Pennell, 26, were found, on the side of the 11th Concession in Markham in July 1980.
