Don Kramer, an engineer with the National Transportation Safety Board, testified that the carbon fibre used for the submersible's pressure hull exhibited wrinkles, porosity, and voids. He revealed that the vessel behaved abnormally after a loud bang was heard during a dive a year before the tragedy. Hull pieces recovered from the sea floor showed substantial delamination of the carbon fibre layers, indicating a structural weakness. Carbon fibre is considered unreliable in deep water and was a highly unconventional building material for such a vessel.Testimony from William Kohnen, a submersibles expert and key member of the Marine Technology Society, further highlighted the risks associated with the Titan. He had helped design the submersible's window, but emerged as a critic of OceanGate after the implosion.
