THE CANADIAN PRESS/Graham HughesMONTREAL -- Quebec has made public a report by the Canadian military into conditions at the province's long-term care facilities, which have been devastated by the COVID-19 pandemic.

Military observers found that the facilities, known as CHSLDs in Quebec, had challenges in three general areas: establishing and managing "hot" and "cold" COVID-19 zones; proper usage of personal protective equipment ; and, most significantly, improved staffing. The office of Premier Francois Legault confirmed to CTV News that the government received the report late last night.
