Quebec's Health Minister Christian Dube has presented a bill that would enforce new doctors trained in the province to dedicate their first five years to public health service, facing hefty fines if they choose the private sector or move outside the province.
Quebec ’s Health Minister Christian Dube has introduced a bill requiring new doctors trained in the province to work in the public health network for the first five years of their careers, facing potential fines of up to $200,000 per day if they do not comply. Dube justifies the bill by stating that training a new doctor costs the government between $435,000 and $790,000, including residency, and that doctors have a duty to care for the people who funded their education.
The province reports a 70% increase in doctors moving to the private sector since 2020, with the trend being particularly pronounced among new doctors. Despite the bill gaining support from opposition parties, it won’t be reviewed until the next legislative session in January
