Ottawa—The lack of a national emergency preparedness and response plan to deal with a health crisis was laid bare by the COVID-19 pandemic’s impact on the entire food system and Canadians’ food security, says the Commons public accounts committee.
The audit found that although the emergency initiatives launched by the government helped address some of the pandemic’s effects on the food system, the committee report said. However, “deficiencies with data collection and performance measurement meant that responsible departments and agencies did not know whether these programs achieved all of their objectives for reducing food insecurity or supporting the resilience of food processors in the agrifood, fish, and seafood sectors.
Other recommendations included the Agriculture and Fisheries departments report to the MPs on their steps to ensure future food support programs measure and report on their contributions toward sustainable development commitments. As well, the department should provide the Committee with a progress report on updated performance measurements that allow the committee to obtain sufficient, consistent, and relevant data to assess the achievement of outcomes for the food support programs.
