As the COVID-19 emergency ends, the U.S. health system will change. Training rules for nursing home staffs will get stricter, infectious-disease surveillance will splinter and treatment for people suffering from addiction may be threatened.

The changes will be triggered in many cases by a return to federal rules that were in place before COVID-19 emerged.

Advocates for nursing home residents are eager to see the old, tougher training requirements reinstated, but the industry says that move could worsen staffing shortages plaguing facilities nationwide. Nurse aides often provide the most direct and labor-intensive care for residents, including bathing and other hygiene-related tasks, feeding, monitoring vital signs, and keeping rooms clean.
