WASHINGTON—Rep. Karen Bass has been working to stop police abuse and harassment since 1973, the year George Floyd was born.
Now, in the wake of widespread protests over the killing of Mr. Floyd in police custody in Minneapolis, the California Democrat is at the helm of a sweeping effort to pass legislation to ban chokeholds, no-knock warrants and make other policing changes that is set to get a vote in the House by the end of the month.
