Brought to the committee during their March 18 meeting, the proposal is a significant edit to the developer's original intentions with the site. Originally designed in 2020 to be a five-storey building with 52 units and 54 above-grade parking spaces. Rezoning was required before council could approve to enter into an agreement.

The developers are now considering having just one building with 50 units, below-grade parking for 35 vehicles and 10 bicycles, and six at-grade parking spaces.The site for the four-storey development includes properties 125 to 135 Willow St., with frontage on both Willow and Arthur Streets.

"The bylaws necessarily restrictive to the development because it is a development agreement, but this particular development, as far as its height and bulk and scale, is all within the as-of-right," said Thomas."So, the developer isn't asking for something that's greater than the bylaws allow. Is that correct?"

Architect Mike Anderson, who designed the concept for the apartment building, said levelling the ground will be a part of the developer's stormwater management plan and that it would most likely have to happen so the Willow Street entrance could work.
