Campaigners have congratulated the Home Office for taking the 'road to substantive reform' hours but said punishment proposals for repeat offenders is 'hugely disproportionate'

has been described by drug policy experts as “de facto decriminalisation” that will “significantly reduce” the risk of criminal records ruining the futures of young people.

Under the proposed plans, casual users of illegal drugs such as cocaine, MDMA and cannabis could be fined or forced to pay for and attend a drug awareness course if illicit substances are found in their possession. The Home Secretary Priti Patel said the Government is aiming to “reverse the rising trend of substance use in society and protect the public from harm” – but critics believe the proposals are “not an escalation of tough consequences”.

“We’ve had 50 years of prohibition and a doubling down on the war on drugs but, as they [the Government] admit, drug use has gone up. Clearly this white paper goes against Conservative instincts but maybe something has clicked in the Home Office and they’ve thought: ‘You know what? This isn’t working, let’s try something else.”and draws together criminal offences for a range of activities including possession, supply and production of specified “controlled drugs”.
