Victoria councillors Krista Loughton and Dave Thompson have pushed forward a pilot program that will be discussed by the Committee of the Whole on Thursday.

Hamel no longer lives on the street, but has returned almost every morning for the past two years with her broom to do a sweep before bylaw officers move in.“It totally has,” she said. “I wouldn’t let people use my broom, so they all had to get their own brooms, and it’s become a thing now.”Brooms-in-hand may help, but there’s a plan being pitched to deal with the problematic trash that piles up along the Pandora corridor.
The stipend, to be drawn from the city’s contingency fund, would be $5,400 over three months. “The unhoused people always, from my experience, welcome an opportunity to work,” Loughton said.
