Racial tensions in South Bend, Ind., continue to test the city’s mayor and Democratic presidential candidate Pete Buttigieg following a police-officer-involved shooting that left a black man dead in the city earlier this month.
Mr. Buttigieg left the campaign trail on Friday to try to calm residents back home. An outpouring of anger toward the mayor recalled an earlier episode involving the city’s police department in which he was accused of not being sensitive to the concerns of black residents.
