But instead of being strictly a UN-driven operation, as was the case in the past, it will be led by a large contingent of Kenyans .
The resolution expressly calls upon the gangs to halt their violent acts, criminal activities and human rights violations. It also makes clear that it has “deep concern over the gravity and numbers of violations and abuses committed against children in Haiti.” Accordingly, a host of countries from Asia, South America, Africa and the Caribbean have agreed to provide security personnel to help in tackling a massive humanitarian crisis. For the most part, the assigned force will strengthen Haiti’s depleted and overwhelmed national police, fortify key infrastructure sites such as seaports, airports and police buildings, and collaborate with the Haiti National Police in neutralizing gangs.
Additionally, there have been claims that the Kenyans are ill-suited to lead the mission. More troubling, however, are charges that Kenyan forces on previous peacekeeping operations in Africa engaged in human rights violations. As Marleine Bastien, a member of the Miami-based National Haitian American Elected Officials Network, recently explained: “As a sovereign nation, there is a sense among some that Haitians should be able to determine their future without outside interference.” She added: “And besides, when has the UN fixed anything in Haiti?”
