Ontario police say the driver's vehicle broke down in a construction zone on Highway 400 with no shoulder. The victim was hit by a moving vehicle in the right lane.

He said there was no shoulder where the driver could pull over so the vehicle was stopped in the right lane of moving traffic. “As the driver was exiting the vehicle, my understanding is they were struck by a passing vehicle,” Schmidt said. Only the left lane heading southbound on the highway was open Monday morning while police were investigating.
People are advised to expect delays in the area of Highway 400 headed southbound near Innisfil Beach Road.
