Earlier Wednesday, during a Senate Appropriations subcommittee hearing about the Justice Department’s budget, Barr suggested to lawmakers that he was gearing up to investigate the origins of the Mueller investigation. Barr sent a four-page memo to Congress last month to notify lawmakers that the special counsel did not find evidence that the Trump campaign conspired with Russia and did not clearly determine whether the president intended to obstruct justice.

“Spying on a political campaign is a big deal,” Barr said. “I think spying did occur. The question is whether it was adequately predicated. And I’m not suggesting that it wasn’t adequately predicated. But I need to explore that.” The attorney general’s statement heightened partisan tensions ahead of the report’s anticipated release, fueling Democrats’ criticism of Barr for dismissing the possibility of filing charges against the president in his memo despite Mueller’s inconclusive investigation into whether obstruction of justice occurred.
